The Electrohammer Vanguard can be found in the hollow center of the mountain. He's by the cliffs by himself.

The Electrohammer Vanguard is in Minacious Isle, but in the version that was before Mona's Mirage. You won't be able to get to him unless you change the island back first with the use of the Astral Gate in the island.
The Discarded Insignia - How To Unlock
To unlok the Discarded Insignia world quest, you need to complete Like Rhyme and Song, the summer, which is the last part of Summertime Odyssey Event Storyline.
