Unlike characters and weapons, artifacts cannot be ascended. The higher the stars it has the stronger it gets.

Refining artifacts increases their base stats & also provide additional secondary stat. This makes the artifact stronger and more viable for harder game contents.

Some characters perform their roles better and are stronger when you focus on a specific stat other than ATK. Check the talents of the character and decide which artifact is suitable..

For example, Noelle's healing scales from her DEF rather than ATK so she gets better when you increase her DEF stat more instead of ATK.
For DPS, Focus On ATK & CRIT
To deal more damage and faster battle, increase the ATK and CRT rate of damage dealing characters.
For Healers, Focus On HP & DEF
The amount of heals that healers, like Barbara, scales on the HP or DEF of the character. Increase these status for stronger heals.
For Support, Focus Elemental Mastery & Energy Recharge
Supports uses their skills to spread elemental effects or gather enemies in one spot. For them to be more effective, they need to be able to use their skill faster. Boosting Energy Recharge and Elemental Master makes gathering energy easier and strengthen their skills. EM is also a good support for Dendro characters or reaction-based DPS characters.
