2-Piece Set Increases Cryo Damage By 15%
The two-piece set bonus increases Cryo Damage by 15%. Since it's a percentage, the amount increase is dependent on the user's current Cryo Damage.
4-Piece Set Increases CRIT Rate To Cryo-Affected Or Frozen Characters
The four-piece set further increases the CRIT Rate if the right conditions are made. A 20% Increase is given when attacking enemies affected by Cryo and another 20% increase is given to enemies that are frozen.

2-Piece Set Is Highly Recommended For Most Cryo Characters
So far, only Blizzard Strayer offers Cryo DMG increase in its set. This makes the 2-piece a must-have for most Cryo Characters.
Full Set Is Not Necessary But Gives Crit
The full set does help in building CRIT Rate, but it's not necessary to have. Especially since Cryo Resonance also provides a CRIT Rate increase.

Unlike main stats, Sub-stats will only be randomly applied & enhanced every 4 levels of artifact upgrades. This means that getting a perfect stats for the artifact may require some grinding.

Some stats increase has 2 types of buffs:A Fixed Value or Percentage Increase (Such as DEF + 10 vs DEF +10%). A rule of thumb is that a percentage increase will be more beneficial in the later stages of the game due to stat increase from leveling up.
