The two-piece set bonus increases Elemental Burst DMG by 20%. It does not affect the up-time of Elemental Burst.
4-Piece Set Increases Attack For The Whole Party After Using An Elemental Burst
The four-piece set increases the Attack of the whole team by 20% after using the Elemental Burst of the character with this Artifact set. This however does not stack, meaning even if there are multiple characters in the team with the full set, it ATK increase won't apply.

2-Piece Set Is Good For Bursts DPS
The Elemental Burst DMG increase will work well with any Burst DPS character, whether they're a Sub-DPS or main DPS. Do note that this buff does not apply to all Elemental Bursts, including that of Xiao and Barbara's.
4-Piece Set Is Good For Burst Supports
The full set works better for Burst Supports rather than Main DPS one. To utilize it, you do need a good enough Energy Recharge and controlled rotation.

Unlike main stats, Sub-stats will only be randomly applied & enhanced every 4 levels of artifact upgrades. This means that getting a perfect stats for the artifact may require some grinding.

Some stats increase has 2 types of buffs:A Fixed Value or Percentage Increase (Such as DEF + 10 vs DEF +10%). A rule of thumb is that a percentage increase will be more beneficial in the later stages of the game due to stat increase from leveling up.
