Both her elemental application and healing are tied to her Elemental Burst. This leads to Charlotte being a Burst-reliant character, which naturally makes her want a surplus of Energy Recharge on her artifacts.
Her Burst Is Her Most Important Ability

Charlotte's value as an Off-Field Support is concentrated in her Elemental Burst since it provides teamwide healing and rapidly applies Cryo to nearby enemies within a certain area.

Like all other Fontaine characters, one of Charlotte's abilities applies an Arkhe. This is a special Fontaine feature or system that creates a blade-like construct that, when used against an opposing energy force, creates an explosion called an Annihilation reaction. It's primarily used for disabling or enabling overworld mechanisms (like puzzles) and enemies. It also deals a modest amount of damage, but not on the same level as Nightsoul mechanics.
There are two types of Arkhe: Pneuma, which is a light-colored energy, and Ousia, the dark-colored variant. Charlotte's Arkhe is Pneuma and is triggered whenever she uses her Charged Attack.
