It's ideal to use Dahlia last in the support rotation since his buff has a short uptime. Be aware that his Elemental Skill has a Held version where it adjusts the placement of his Elemental Skill's summon. If using Scroll set Dahlia, apply the Element you want to be buffed before his turn.
Basics Of Using Dahlia
Dahlia is mainly used for shielding and buffing his teammates with ATK speed. His most important Skill is his Elemental Burst where he applies the Favonian Favor buff that gives the shield and ATK speed buff.
Build HP for Shield and ATK Speed Buff
Dahlia's Elemental Burst uses his Max HP for the Shield HP and ATK Speed buff he can give. For every 1,000 HP Dahlia has, the ATK speed buff goes up by 0.5% and caps at 20%. While his ATK speed buff seems decent, the Shield he can grant is very fragile.
Gain Benison Stacks to Refresh the Shield
Dahlia has a unique stack effect called Benison that allows him to refresh the Shield if it breaks. He has two ways of obtaining Benison stacks.

Dahlia's core gameplay is very simple. He is an Off-Field Hydro Support that gives a shield with his Elemental Burst while also buffing Attack Speed to the active party member. He's best used with damage dealers that attack using their Normal Attacks or in a team that can trigger Frozen, since this is his way of gaining Benison Stacks that help ensure his shield is maintained.

Dahlia's Elemental Burst deals AoE Hydro damage and grants the Favonian Favor buff to the team which creates a Shield and buffs ATK speed. While the ATK speed buff is tied to the Shield's uptime, Dahlia is able to refresh his Shield if it's broken thanks to his Benison stacks.
Dahlia is able to gain Benison stacks for refreshing his Shield from Normal Attacks or when an ally triggers Frozen. Hitting enemies 4 times with Normal Attacks gives him 1 stack while Frozen triggers grant him 2 stacks.
Buffs Attack Speed Based on His Max HP
The buff that Dahlia provides to a party besides his Artifact set is a modest Attack Speed boost that scales based on his Max HP. You would need to give Dahlia almost 40,000 HP to reach the maximum value. It isn't the most substantial buff in comparison to what is currently in-game, but it can be considered a nice add-on to his utility.

Dahlia's Elemental Burst is the highlight of his kit and he wants to use this every rotation. Because he's designed to be played Off-Field, he needs to be built with more Energy Recharge% so he can reliably get his Burst back up to full.
He might struggle to do this if he is the only Hydro character in the party without over 200% Energy Recharge, so pairing him with another Hydro teammate to help him by generating Hydro Energy Particles is recommended. You can also have Dahlia or other party members equip Favonius weapons to further lower his Energy requirements. His first constellation can also make his usage a little smoother.
