Illuga is part of the Lightkeepers in Nod-Krai and can be considered as a friend to Flins. Various dialogues mention Illuga visiting Flins often and unintentionally gave Flins a lot of food even though he is unable to eat it.
In the Luna III Archon Quest, Illuga was once again mentioned by Flins when they were looking for volunteers who could manage large amounts of Kuvaahki.
