To unlock the Crab Tsar local legend, you first need to complete the World Quest "The Mirrors, the Maze, and the Tsar". It can started by going down the big hole in the Frostmoon Enclave.

The Crab Tsar can be found in an underground cave in Hisii Island in Nod-Krai. When you complete the world quest, a travel point will be available there.

Convert Stoneborne Seeds With Bloom-Related Reactions
Bloom-related reactions, including Bloom, Hyperbloom, Burgeon, and Lunar-Bloom, will convert Stoneborne Seeds to attack the Crab Tsar instead. This will damage it, as well as stun it during its big attack.

Bloom Is Very Recommended
The Stoneborne Seeds can easily be converted with just Hydro and Dendro to create Bloom or Lunar-Bloom. Since it is easier to set up, it's better to run this during this fight.
Have Characters With Wide AOE Attacks
The Storeborne Seeds can easily be converted through wide area of effect attacks. By using attacks with wide AOE attacks, you can convert multiples of them.

Convert Quickly With Bloom
Bloom is the best for this fight since you can easily convert the Stornebornes with it. Unlike the other transformative reactions, Bloom only requires Hydro and Dendro so it's quite easy to proc.
Challenge 2 Guide
High Damage Check
Completing this is basically a damage check. You will have to beat the Crab Tsar before it floats in the air a second time. This will require well-built characters, and making use of the Stoneborne Seeds as much as possible.
Good Damage From Stoneborne Seeds
Most of your damage will come from the Stoneborne Seeds so make use of them whenever they are available. You will still need to damage the Crab Tsar yourself, but the Stoneborne Seeds will allow you to defeat the Crab Tsar quicker.
