Nod-Krai can be found at the very edge of Snezhnaya. However, despite being in Snezhnaya, it is an autonomous region that doesn't abide by the Tsaritsa's rule.

Fatui Harbingers
The Fatui Harbingers are the leaders of the Fatui, Snezhnaya's main organization led by the Tsaritsa herself. Since they are aligned to the Tsaritsa, most are considered Snezhnayans.

The Tsaritsa - The Cryo Archon
The Tsaritsa is the current Cryo Archon, the ruler of Snezhnaya and the leader of the Fatui. She's been alluded to in the lore and is spoken of by other characters since the beginning of the game. However, she has yet to be shown in any form.
