When building Flins as a DPS, his best set is the new Nod-Krai artifact set, Night Of The Sky's Unveiling. This is due to his unique gameplay of spamming Elemental Bursts to deal Direct Lunar-Charged Damage. He also doesn't need Electro DMG Bonus as a main stat since Lunar-Charged Damage isn't affected by it. The stats you need to build on him are ATK, CRIT Stats, and Energy Recharge.

As an On-Field character, Flins' rotation is focused on gaining Energy and dealing damage with his Special Elemental Burst. Similar to Varesa, his Normal Elemental Burst is unused since it has a longer animation and takes up time in rotations while dealing the same amount of damage as his Special Burst.
Because Flins gains Energy from his Normal Attacks, it's recommended to spend the downtime during the 6 second cooldown of his Special Skill to do Normal Attacks. Flins' Elemental Skill effectively has two versions. The first one is the default skill that is immediately available. Activating Ancient Rite: Arcane Light enables Flins' Manifest Flame form or state where his Normal and Charged attacks are now infused with Electro. In this state, his Skill is changed to Northland Spearstorm, which deals Lunar-Charged damage.
What this means is you always want to use Flins' Special Elemental Skill after you first enter Manifest Flame form and whenever the 6-second cooldown is over. Note that the actual damage of the Special Skill isn't anything meaningful, making this ability essentially a way of accessing or unlocking his Special Burst.

Like his Skill, Flins' Elemental Burst has two versions. The first one, Ancient Ritual: Cometh the Night, is the default Burst that costs 80 Energy while having a close-up animation that's typical of a 5-star character's Burst. The second version, Thunderous Symphony, is made available after using his Special Skill and costs only 30 Energy. Both Burst versions have a unique additional damage effect whenever the party is at the Ascendant Gleam Moonsign level, which is why having another Nod-Krai character in Flins' party is key.

Flins is very similar to Varesa, as both prefer their discounted Bursts for varying reasons, but primarily due to efficiency. But Flins' Default Burst isn't completely unusable, as it works fine for overworld or casual content. In harder modes like the Stygian Onslaught, though, it requires stricter combos and more Energy Recharge than is needed to cast his Special Burst twice per rotation. This makes the special Burst not only stronger but also easier to play and build around.

Like other Nod-Krai characters, Flins increases the party's Moonsign Level by 1 when added to a team. But unlike the recently released Nod-Krai characters, Flins always wants to have another Moonsign (Nod-Krai) character in his party due to all the benefits he gets from having the Ascendant Gleam Moonsign level active. His team building is naturally more rigid as a result, especially due to the limited number of Nod-Krai characters as of the current version.
If you want to keep his damage viable, ensure you have at least one of his ideal Nod-Krai supports in the same party.
Moonsign Guide & EffectsAttack Main Stat Artifacts May Be Better Than EM
Flins' best teams will usually have a surplus of Elemental Mastery (EM) buffs available. In this case, it's sometimes better to aim for Artifact pieces with ATK% as the main stat, rather than EM. Additionally, the Lunar-Charged reaction isn't affected by the DMG% buff from a Goblet, so Flins also wants an ATK or EM goblet over an Electro DMG% one.
Below are just some of the possible EM sources in a Premium Lunar-Charged Flins team. This doesn't account for sub-stat rolls, so the final total EM you'll have on Flins may be higher.

Has Special Overworld Interactions
Like Lauma, Flins has special overworld exploration interactions unique to him. Some of these interactions range from him being able to understand the Wild Hunt monsters, being able to talk amicably to the ghosts at the Final Night Cemetery (and receive special World Quests from them), and being able to interact with the Lightkeeper lanterns scattered around Nod-Krai, among others. Flins' main source of damage is his special Elemental Burst. C1 allows you to use one more charge of his Elemental Burst, effectively increasing Flins' damage by 1.5x. However, since you will be using his Elemental Burst more often, building more Energy Recharge is required to maximize this effect.
Signature Weapon Can Be More Consistent Depending On Your Supports
Supports that are normally paired with Flins, such as Sucrose (with Viridescent Venerer) and Aino, provide buffs and debuffs with short durations. More often than not, the third Elemental Burst will not be affected by these buffs, making it weaker than the first two. If you are planning on using characters with short buff/debuff uptimes, his Signature Weapon can be a better choice.
