Complete "The Shoemaker's Children Go Barefoot" Quest

To unlock the Raskolnikov local legend, you first need to complete the World Quest "The Shoemaker's Children Go Barefoot". It can started by going up the lift at the entrance of the Kuuvahki Experimental Design Bureau.

Once you've complete the quest, you can find Raskalnikov at the very center of the Kuuvahki Experimental Design Bureau. There is a waypoint right next to his arena.

Team Comp Guide
Important To Have A Lunar-Charge/Electro-Charge Team
Raskolnikov's main weakness is Lunar-Charge or Electro-Charge as it shreds through his Experimental Multi-Shield. Both are effective and can take down the shield.
Characters With Fast Attacks Are Recommended
The Experimental Multi-Shield regenerates fairly quickly so it's important to have fast attacking characters in your team. It's also best to stack multiple of these, such as Yelan & Xingqiu's Bursts, to quickly take care of the shield.
Shields Are Recommended
If you're not trying to complete the challenge of not getting hit by the Electro Attacks, shields are highly recommended. It will allow you to focus on attacking his shield without being interrupted.
Recommended Team Comps
Focus On Destroying The Shield
Raskolnikov is fairly easy to handle as an enemy, but what sets him apart is his Experimental Multi-Shield. It has three charges that you have to deplete and can regenerate fairly quickly.
Unleashes A Huge Attack
If you are not able to destroy the shield before he finishes charging, he will unleash a series of Electro attacks with no indication as to where they will hit. They do quite a lot of damage and come one after the other.

Challenge 1 Guide
Use Characters That Can Attack Quick
Since the shield regenerates, you will have to attack as fast as you can to completely deplete the shield. High damage is not important here, what's important is how quickly you can apply damage to the shield.
Electro-Charged & Lunar-Charged Are A Must
The shield is weak to Electro-Charged and Lunar-Charged. Fischl and Ineffa are very strong here as they can apply Electro fast for their Hydro DPS or Sub-DPS.
Challenge 2 Guide
Electro Attacks Will Be Marked On The Ground
Raskolnikov will unleash Electro attacks while he is charging his shield. Save your stamina to dash or dodge your way out of them. You can easily see their location as they will mark the ground red before landing.
Do Not Use Bursts
When you use your Elemental Bursts', it does not create an i-frame. You will get hit by the Electro attack. It's better to use it right after an Electro attack lands, not before.
Shields Do Not Count
Shields will save you from the damage, but it will not let you clear this challenge. Once you are hit, even with a shield, the challenge is considered failed.
Check Electro Icon To Know If You've Been Hit
When attempting this challenge, you can check if you've been hit by an Electro attack by the icon above your health bar. If there's one, it means the challenge has failed and it's better to restart.
