After updating to Version 1.2. Head to the Liyue Harbor and talk to Xu to receive the world quest "Snapshot".

Climb the stairs in front of the umbrella merchant at Liyue Harbor and follow the path to get to Tea Master Lu Su.

Follow the path until you see a crossing with a lamp in the middle. Head to the left to find Granny Shan, the toy seller.
