You can find Tang Wuchou at the top of the Cinnabar Cliff. Pick up one of the Flower of Farsight to trigger a conversation event and initiate the quest.

Old Chou can be found just south of Cinnabar Cliff. You can find him outside of a ruined shack.
5. Dig For Treasure Once To Get Old Chou's Compensatory Gift
Play Old Chou's treasure game to find a Bag of Ornaments. Mines will appear if you chose the wrong hole to dig into, but don't worry about it since they will not explode during the quest unless you hit them.
