Unlocked With Story Keys
Like all Story Quests, players must use Story Keys in order to unlock Xiangling's Story Quest. This can be done through the Story Quest tab of the quest list.
Story Keys Collected From Completing Daily Commissions
Story Keys can only be obtained from completing Daily Commissions. 8 Daily Commissions would give a single Story Key. Just remember to collect it through the Story Quest tab.
