The domain of the All-Devouring Narwhal can be found in the Salacia Plains, the underwater section right in front of the Court of Fontaine. It's very close to the Pale Forgotten Glory Domain.
Must Complete Archon Quest Chapter IV: Act 5
The All-Devouring Narwhal is an integral part of Fontaine's overall storyline. In order to unlock its domain, players must complete all Fontaine Archon quest up to Chapter IV: Act V.

As a World Boss, players can only collect the rewards for All-Devouring Narwhal once a week. You can fight it as much as you want, but once you collect the reward for the week, the subsequent fights will not yield any materials.

How To Beat All-Devouring Narwhal - First Phase
Focus On Just Attacking During The First Phase
During the first phase, focus on spamming as much attacks on the Narwhal as you can to anger it and start the next phase. Elemental reactions do not work on it during this phase.
Bow Users Are Recommended For The First Phase
Since the focus is just on attacking, using a Bow user will make it easier to attack and anger the Narwhal as it moves around. Just make sure to dodge its attack as you shoot at it.

Make sure to put all focus on the Eye of Maelstrom when it appears in the arena. Using Fontaine characters to attack it will destroy it faster, but any character will still work against it.

Defeat The Shadow Knight
The Shadow Knight is a separate enemy from the Narwhal but you do need to beat it to incapacitate the Narwhal. It has a shield that can be broken faster if you attack it with Fontaine characters.
Attack With Pneuma Or Ousia To Disrupt The Shadow
Once the Shadow turns into an orb, you can disrupt it by attacking it Pneuma or Ousia attacks. Note that only Fontainian characters have this ability.
Deal As Much Damage On The Grounded Narwhal
Once you've beaten the shadown, you will see the Narwhal grounded. This is a big opportunity to deal as much damage to it as you can. A team with high burst damage is ideal for this.
