After numerous trials, Dehya's damage output is better if you use ATK instead of HP as the main stat of her sands artifact. The sands artifact used in the trials has close sub-stats so consider this factor as well.

Energy Recharge & Elemental Mastery
You may also want to check out Energy Recharge sands for Dehya as the main DPS to have consistent Burst usage. On the other hand, Elemental Mastery is good for Dehya as the sub DPS, especially for Burgeon team comp.

HP Is Similar to ATK When C1
When Dehya's C1 has been unlocked, the damage scaling thru HP has been increased. In this case, HP becomes similar to ATK and the tiebreaker is the sub-stats.
HP Is Beneficial For Passive Talent
Stalwart and True is a passive talent of Dehya. The HP it can restore scales with Dehya's max HP thus having high max HP can make Dehya's self-healing even better. This is great for Dehya as a utility support who acts as a damage sponge.
Energy Recharge Is Also Good For DPS
While Dehya can utilize both ATK & HP, you can also choose Energy Recharge if you are having issues with Burst uptime. Having a decent CRIT stat ratio and high ATK/HP stat but not being able to consistently use Burst is counterproductive.
