Artian weapons in Monster Hunter Wilds are weapons forged using three Artian parts (relics). The type of weapon and its performance vary depending on the combination of parts used and the bonuses they grant.
How to Unlock Artian Weapons & RerollUnlocked After Chapter 4-3

Artian weapons become available after completing Chapter 4-3, which unlocks at HR 20, following the defeat of Tempered Lala Barina and Guardian Fulgur. After this point, Tempered Monsters will start appearing in the field, allowing you to farm the necessary parts for crafting Artian weapons by hunting them.

Artian weapons can receive up to five Reinforcement Bonuses through Reinforce, separate from their initial Production Bonuses. These Reinforcement Bonuses are assigned randomly each time you reinforce the weapon, so you'll need to keep forging until you get the ideal set. However, once a bonus has been applied, it cannot be undone, so choose carefully.
