The Ember Rufflizard in Monster Hunter Wilds appears in Oilwell Basin, Areas 2 and 15. You can catch it by approaching and using a Capture Net. Wearing a Ghillie Mantle allows you to capture it without being noticed, avoiding the chance of them escaping.

Approach Them While Using Ghillie Mantle
To capture the Ember Rufflizard, it's best to equip the Ghillie Mantle. With it equipped, get as close as possible, take aim, and use the Capture Net to catch it.

If the Ember Rufflizard is missing or has completely escaped, it is recommended to accept an Optional Quest in the Oilwell Basin map to change the time. Try to search the area again after accepting and if it’s still not there, abandon the quest and accept it again to keep searching.
Time Can Also Be Changed Using the Camp Rest Feature
The camp has a "Rest" function that allows you to change the environment and time of day. Even if this is a good option, especially if you're near a camp, resting costs you 300 Guild Points.
