A combination of G. Ebony Alpha armor and Commission armor is recommended for use up until HR40. It is due to the Quick Sheath Lv2 you gain from Commission armor.

Use Sheathe Talisman If You Can't Craft Commission Armor

To make Commission armor, you need to obtain Commission Tickets. If you are unable to create the armor yet, you can supplement it with the Sheathe Charm II to still have Quick Sheath Lv2 in your build. You can use Alloy or Uth Duna armor to replace the other piece.
