Step 1: Get Blueprint As Mondstadt Reputation Reward
You can receive the NRE (Menu 30) Blueprint by increasing your reputation in Mondstadt to Lv. 5.

You need to use the "Instructions: NRE (Menu 30)" in the Precious Item Menu to be able to craft the item.
Where Is Precious Item Menu?
Precious Item menu can be viewed in the right most tab in the inventory menu. Find the blueprint and use it here.
Step 3: Forge NRE (Menu 30)
Head to the Blacksmith and forge the NRE. This will take 30 seconds.

NRE (Menu 30) - How To Use
Non Consumable Item
The NRE can allow you to use it repeatedly, meaning the item will not be consumed after being used.
Step 1: Open Inventory & Gadget List
Open the inventory to view your gadgets and select the crafted NRE there.
Step 2: Set Food For HP+ & Revive
This gadget can hold one HP - recovery dish and one revival dish. Set which ones you want to use to automatically feed your characters.
Step 3: Equip NRE
In the Inventory Menu, select the item to equip.
Step 4: Using the NRE
When you want to use the HP+ item, simply press the dish icon at the lower right side of the screen.
Revive Item Appear When One Is Down
When one of your roster is down, the HP+ food automatically changes to a revive food which you set in the previous step. It will be shown as long as revive food timer is not in cooldown status and more than one is down.
Barbara's "Dedicating Everything To You Is Prioritized
When Barbara's constellation Lv.6 "Dedicating Everything to You" is activated. It automatically revives the fallen character. This constellation effect comes first before the effect of NRE revive items.
Recommended dishes for NRE
You will use your dishes a lot more often once you have them equipped on your NRE. It is highly recommended that you equip dishes that are easily crafted to avoid running out of them during combat.
