Step1: Get Blueprint As Mondstadt Reputation Reward
Reputation Level 6 Needed
To get the recipe for Portable Waypoint, you need to reach lvl 6 City Reputation in Mondstadt.

You need to use the "Instructions: Portable Waypoint" in the Precious Item Menu to be able to craft the item.
Where Is Precious Item Menu?
Precious Item menu can be viewerd in the rightest tab in the inventory menu. Find the blueprint and use it here.
Step 3: Craft Portable Waypoint
Go to the blacksmith and craft the Portable Waypoint.

Portable Waypoint - How To Use
Step 1: Head To The Desired Location
Go to the location where you want to place the Portable Waypoint.
Step 2: Open Your Inventory And Use The Portable Waypoint
Open the Gadget section of your inventory and select Portable Waypoint.
Only One Portable Waypoint Per World
You can only put a maximum of 1 waypoint per world. Placing the second one would automatically erase the first waypoint placed.
Last For 7 Days
A Portable Waypoint will only last for 7 days upon placing and will automatically disappear after the time pass
Portable Waypoint - Recommended Locations
Locations With No Waypoint Nearby
There are locations in the map wherein there are no waypoint or shrines nearby. Placing a waypoint close to it is recommended for easier travel.
North Of Qingce Village (Northwest of the Map)
You can easily farm Glaze Lily in this area. Make it more accessible by placing a Waypoint near it.
East Of Stone Gate (Middle of the Map)
You can farm materials from monsters in this location. There are also places wherein you can get artifact fodders.
West of Dadaupa Gorge (Right Side of The Map)
Bosses like Fatui Agents can be easily farmed in this place.

Geo Hypostasis is quite difficult to reach for you need to swim or run long distance to reach from the closest waypoint. If you plan to farm Geo materials, it is recommended to place a waypoint near the area.
