The condition to unlock 'Spread Those Wings' is to slay a Guardian Seikret. The map where it appears, 'Ruins of Wyveria', is unlocked after defeating Nu Udra in Chapter 2-3, so if the map isn't unlocked yet, proceed with the story first.
