Blind Perch can be found in Iceshard Cliffs and Ruins of Wyveria. It has no preferred lure and since it can swim close to land, it can be caught with the Capture Net.

Fish that have adapted to waters where Wyvern Milk flows. Their eyes have degenerated, presumably to reduce energy consumption. In lieu of sight, Blind Perch have developed organs on the sides of their bodies to sense tremors in the water and gain awareness of their surroundings. What they use for nourishment still remains unknown.
It Has a Tendency to Bite When You Reel in Quickly
The Blind Perch has degenerated eyes and relies on vibrations to detect its prey. It will bite aggressively when you reel in quickly, so if you're fishing for any fish other than the Blind Perch, it's best to reel in slowly.
