Downy Crake appears at areas 8, 10, 12, and 17 of Iceshard Cliffs. It is confirmed it appears at Fallow at Daytime & Nighttime.
Riding Rafma

Downy Crake can be seen riding on a small monster Rafma. The place where Rafma is is also the place where Downy Crake appears., so look for Rafma for the location of Downy Crake.

Rafma's location can be checked by using the Icon Filter. It can be set as a waypoint, so make use of Seikret's Auto-travel.
Cannot be Captured at Suja

Family of Downy Crake can be found at Suja but it cannot be captured as Capture Net cannot be used at Suja.
How To Capture Downy Crake
Approach With the Ghillie Mantle and Use the Capture Net

Use the Ghillie Mantle to get close so it can't escape, then use the Capture Net to catch it. Rafma may suddenly run around even if you are wearing the Ghillie Mantle, so you need to seize every opportunity to catch it.
It's Easier if You Set Up a Camp in Area 20

When capturing the Downy Crake, it's recommended to set up a Pop-Up Camp in Area 20 Ancient Room. Since the camp is located near its spawn area, it’s easy to access all the locations, making it very convenient.
Move to Another Map Area and Reset if It's Not There
If it's not there, fast travel to another map outside of Iceshard Cliffs and then return to the Pop-Up Camp in Area 20 Ancient Room. Moving to a different map triggers a loading screen, which resets the spawning conditions for Endemic Life.
