Pale Flame is a great set for Eula since it is able to boost Physical DMG and ATK greatly. Eula is also able to use Elemental Skill frequently without outside help maximizing its effects.

Increase CRIT Rate More Than CRIT DMG
Most of the damage of Eula deal is one hit from Elemental Burst. Not being able to Critical Attack for that Elemental Burst will lead to a huge DMG loss. Build CRIT Rate to 70% and focus on CRIT DMG afterwards.
