The user has an increased DMG% but is only limited to enemies with Electro & Hydro status which is situational since there are enemies that do not get affected by other elemental statuses such as Slimes & Hypostasis of different elements.
Elemental Master Is Useful
The Elemental Mastery sub-stat of Rainslasher is useful for increasing the damage of elemental reactions done by the user. It can also improve the support capabilities of some like Sayu.

Best With DPS Or Sub-DPS That Uses Reactions For Damage
Rainslasher is a generalist EM weapon for reaction-based Claymore DPS or sub-DPS characters. For example, Sayu can use this weapon in a Taser comp. Similarly, any Anemo/Hydro/Electro Claymore character can use it.
