If you are using Shimenawa's Reminiscence, you can often use her Burst since you need to have at least 15 energy to trigger its x4 effect. However, if you are using Echoes of an Offering, you can use it whenever available.

If the included healer is not good with Noblesse Oblige x4 such as Kokomi & Yaoyao, you can use it on Layla instead. However, Layla's damage output is lesser with Noblesse Oblige but can consistently provide ATK buff since she can use Burst whenever available.
