The user has an increased DMG% but only limited to enemies with Pyro & Electro status which is situational since there are enemies that do not get effected by other elemental statuses such as Slimes & Hypostasis of different elements.
Also Works As A Stat Stick
The ATK% sub-stat of Lion's Roar is useful for increasing the damage output of the user. Since ATK is universal, it can be a stat-stick weapon especially to sword-wielding healers that scale with ATK such as Jean & Qiqi

Best With Mono-Element DPS Or Pyro/Electro Reaction DPS
Lion's Roar is a generalist ATK weapon for Sword DPS or sub-DPS characters. Since the skill effect requires Pyro or Electro, it can be used for mono Element teams or reaction teams for those Elements. Keqing is a character that scales on ATK and is Electro so she can use Lion's Roar.
