Get For Free Through World Quest
The Moonweaver's Dawn can be acquired completely for free upon completing the "Polkka Beneath The Moon's Oracle" World Quest. You will have to pick up the weapon itself from where it spawns to add it to your inventory.
Can Now Be Acquired Through Weapon Banner
Prior to the 6.1 Update, you can only get the Moonweaver's Dawn from the World Quest, leaving it at Refinement 1. Starting in the 6.1 Update, it can now drop through the weapon banner along with a series of new 4 star weapons as well.
