You need to use the underwater abilities you can adsorb from Xenochromatic Creatures to break the bubbles around the Strange Eel. Any of them will work for this.
You Also Need To Attack Them In A Pattern
Some locations have two Strange Eels around them. You will have to attack them at the same time to clear the challenge and collect the chest. The Jellyfish ability is the recommended ability for this since it creates a huge explosion.
