I have the drifting bottle but he's not spawning???

Yep. It is indicated above that it requires the bottle. So you first need to have the bottle before Hiromi appears.

And Kazu is just there by the beach near the boat?

He was not there in my world, but went and picked up the bottle and he spawned. hope it helps

You can do this quest even after becoming wanted. If he doesn't spawn in, you most likely don't have the Drifting Bottle from Dragonspine. I noticed he didn't spawn in for me so I realized I just didn't have the bottle.

i havent completed this quest yet, but i have completed the main story (SPOILER AHEAD) so i have the arrest warrant now. when i go to the area he doesnt spawn in. is there a way i can complete the quest now or will i have to wait for the future story line?
