The 2-Piece Set will increase the equipping character's ATK by 18%.
4-Piece Set Increases ATK & Possibly CRIT Rate
The 4-Piece Set increases the ATK of the equipping character by another 25% whenever their Normal Attack, Charged Attack, Elemental Skill, or Elemental Burst hits an opponent. This triggers even when the equipping character is off the field.
Additionally, if the character using this artifact set is a Hexenzirkel character and has completed their Witch's homework, they also gain an additional CRIT Rate of 20% on top of the ATK buff.

Great For DPS Characters, Especially Hexenzirkel Ones
This set was made for Hexenzirkel Characters that are either DPS or Sub-DPS. Besides the ATK% increase, they will also get additional CRIT Rate when any of their attacks hit the enemy. It works with Sub-DPS as well since this triggers even the the character is off field.
