Small Lamp Grass can be found all around Mondstadt. They become particularly easy to spot at night since they glow in the dark. You can also use the new Collection Area Markers to find them.

Defeat Fatui Agents
Recruit's Insignia and its higher rarity types are dropped by different Fatui Agents. You can find them in all of the nations so they are pretty easy to farm for. You can also farm for them through the Adventurer's Handbook.

Collect From The Forsaken Rift Domain
The Resistance Talent Books can be farmed from running the Forsaken Rift domain in Mondstadt. Do note that to get the reward, you will have to spend Resin to get them.
You need 9 Teaching of Resistances, 63 Guide to Resistances and 114 Philosophies of Resistances to level all talents to max. However, not all characters benefit from maxing out their talent level. See below for Diluc's Talent Recommendation.

The Pyro Regisvine can be found in an underground valley in Liyue's Tianqiu Valley. There's no pre-requisite required so you can simply head to its location to start fighting it.

Found In Stormterror's Lair In Monstadt
Dvalin's Trounce Domain can be found in Stormterror's Lair in Mondstadt. In order to unlock the fight, you must play through Archon Quest Prologue Act 3: Song Of The Dragon And Freedom.

Expect Around 2000 Resin Or More
Drops are often randomized in Genshin Impact so it's hard to pinpoint the exact number of Resin you will need to spend to get all of the materials you need. At a minimum, expect to spend 2000 resin for material collecting.
Around 18 Weeks To Fully Upgrade Talents
Talent Ascension requires the use of a Weekly Boss material. Presuming you can get one per try per week, you will need 18 weeks to fully upgrade a character to 10/10/10 talents. You can shorten this by converting unneeded Weekly Boss Materials.
