Barbara has actually been available as a free character for players from the launch of Genshin! This was through an event called Barbara's Shining Debut, which just required you to reach AR level 20. You could then accept your Barbara reward in the mail. For this event, even if you've already obtained Barbara in the previous event, you can still get her again this time! This will be a good opportunity to level up your Barbara's constellations!
