Luxurious Chest Is Found At The Middle Of Portus Anticus
Luxurious Chest can be found below the bell located at the center of Portus Anticus. It is surrounded by 3 Seelie towers.

To enter the Portus Anticus, you need to enter the circular cavern at Initium Iani. This area can only be accessed once you progress at Canticles of Harmony Quest.

Seelie Locations & Puzzle Guide
Seelie 1 Location: Circling Around The Bell
The first Seelie can be found right in front of the huge bell at the center of the area. Approaching it will cause a short cut-scene where your character may fall from the bell so be careful.
Seelie 2 Location: Around Praetorian Golem
On the right side of the Bell, you can find two Praetorian Golem which blocks the Seelie that you need to follow. Defeat the Praetorian Golem and follow the Seelie. After defeating the Golems, a water warp will appear use that for faster travel.
Seelie 3 Location: Bocked By The Anemo Slimes
The third Seelie can be found on the deeper area of Port Anticus. It is blocked by Anemo Slime Balloons so use a bow character to free the Seelie and follow it.
