How To Get Bag Of Flower Seeds
Receive Randomly From Takashi
Takashi is located in a huge conch shell hut at that can be found in the north part of the Tatarasuna area.

Open A Chest By Giving 3 Mysterious Conches
You can collect the conches in front of Takashi's House. Examine the sparkles by the sea and you shall get one randomly. More than 3 shells can be obtained per day.
Be Careful On Searching!
Since it doesn't appear in-game just like how the local specialties appear when you farm, the only indication is the sparkle, but be careful when you interact with them! some may contain fruits & vegetables while some will summon enemies!

Give The Seed To Hanayama Kaoru

Hanayama Kaoru walks around the north of Tatarasuna Area near the Mikage Furnace. Talk to her and give the seed to unlock a chest that contains 20,000 Mora.
Must Clear Tatara Tales To Unlock
You can only accomplish this event after unlocking Mikage's Furnace. That can be done by completing the quest, Tatara Tales.

After talking to Hanayama Kaoru and giving her the bag of flower seeds, you can talk to her the next day. There you will protect her from enemies. The next day after that, she will ask you to give Sweet Flower and in exchange she will give you a quest item called "Sun-Dried Sweet Flower".
