Must Complete Whole Sumida Tsurumi Island Quest Line
Since the Illusions or Ghosts will only appear upon completing the Sumida Tsurumi Island Quest Line, it's necessarily to complete it first. It's a time-gated quest line and will require 4 days to complete.

How To Solve Una's Request?
Complete Over Multiple Days
Players won't be able to complete Una's request in a single day. You'll need to talk to the Ghost once every day for 4 days to fully progress it. Each time you talk to her, she will give you Sakura Blooms.
Sakura Bloom Locations & How To Farm 2.2Give Kito's Sachet To Una
Once you've talked to her and she tells you about Kito and Kina, you can then give her Kito's Sachet. This will allow her to move on and go with the Boatman.
Get Kito's Sachet For Completing Kito & Kina's Request
Kito and Kina are another set of ghosts that you can help to move on. You will locate them on different points of Tsurumi Island to complete their quest and receive Kito's Sachet.
