Dahlia is a Hydro ATK SPD buffer that can be used with Normal Attack DPS Characters. His Element allows him to be in certain teams like Bloom that has strict Element requirements as well as allow him to enable Hydro Resonance to increase his team's Max HP.

Dahlia works best with a Freeze DPS like Skirk who deals Normal Attacks and can trigger Freeze. In a Freeze team with Escoffier, he'll be able to provide Shields and buffs without affecting the required Elements.
Despite his Attack Speed buff at C0 being underwhelming, Skirk gets a lot of benefit out of more Attack Speed, so it will still help her deal a bit more DPS. At C6, Dahlia becomes a fairly decent option for the last spot in Skirk's teams since his Attack Speed buff is higher now.

Dahlia's ATK SPD buff can work really well outside of Freeze teams since his Benison stacks can be gained with Normal Attacks. However since he does not have any Off-Field damage, another team slot will be needed if you want Off-Field Hydro damage.

In a Taser team, Dahlia's buffs benefit the On-Field Driver only. His Shield can help prevent damage from Electro-Charge and enemies. But with Ifa flying, Dahlia's shield helps when ranged enemies target Ifa.
