Dahlia works best with a Freeze DPS like Skirk who deals Normal Attacks and can trigger Freeze. In a Freeze team with Escoffier, he'll be able to provide Shields and buffs without affecting the required Elements.
Despite his Attack Speed buff at C0 being underwhelming, Skirk gets a lot of benefit out of more Attack Speed (ATK SPD) due to being a Normal Attack-based DPS. The ATK SPD buff he provides is further enhanced with his C6, making Dahlia a competitive option for the last spot in Skirk's teams as a result.

Escoffier and Skirk Freeze teams perform at their best when the lineup consists of only Hydro or Cryo characters. Other Hydro or Cryo DPSes have some room for flexibility, but Escoffier is typically the preferred Cryo support, and to maximize her RES Shred, the team must comply with the Cryo or Hydro only rule.

Dahlia's ATK SPD buff has some uses outside of Freeze teams thanks to his Benison stacks only being tied to Normal Attacks. However, since he does not have any Off-Field damage, a secondary Hydro character is needed if you want Off-Field Hydro damage and application.

Ifa does release more shots with ATK SPD buffs, so Dahlia (more so at C6) can be a viable option for him to run in his respective teams. Ineffa and Dahlia's shields are a nice additional layer of protection and interruption resistance, and when paired with Ifa's modest healing, should be enough to sustain Ifa through combat most of the time.
