You need to progress the Main Quest and unlock the introductory quest for TCG to be able to join this event.
Join Thru Cat's Tail Bulletin Board
You can join the event by interacting with the Bulletin Board at Cat's Tail during the event duration. This feature is unlocked when you reach TCG Level 4.

At the start of a game, Travelers must use Character Cards selected on the spot. You will also have randomly generated Action Cards selected for you.
