If you explore the Golden Apples Archipelago, you may stumble upon 3 Fatuis. They're unresponsive and will not attack if you come near them. Talking to them will have them speak briefly.

Fatui Are Connected To The Resonating Vision Conches

If you follow the story of the Conches, you may discover that the Fatui are connected to it. However, there were 4 of them originally, but the Geo Fatui has disappeared.

Quests May Unlock Upon Progressing Event Main Story

With the changes done per island, it's very likely that the quests of these Fatui are time-gated and are only available upon the island's transformation. This could be how the Bake-Danuki Wanderlust was unlocked after Pudding Isle's transformation.
