Complete Chapter 5 Act 1 Or Be Around The Area Of Tablet Of Tona

In order to unlock the Tona's Flame you can either choose from completing the Archon Quest: Chapter 5 Act 1 or entering within the vicinity of the Tona's Flame.

Head to the Stadium of the Sacred Flame of Natlan.
After teleporting to Stadium of the Sacred Flame, head a bit towards the entrance but do not pass through it but rather head to the left door.
Head to the door left and it will automatically open as you approach it.
You will pass by the blacksmith by the stairs. Follow the path further.
Following the path and heading right will show you to Tablet Of Tona. On your first encounter, you will see a small cutscene.
How To Level Up & Max Level Cap Of Tablet Of Tona
Offer Pyro Sigils To Level Up
Tablet Of Tona has the same system with the other Nation whereas players will need to collect the respective sigils of the certain Region and offer it. Once you have reached the required amount of sigil per level, you will be able to get rewards.

For version 5.0, the max level that Tablet Of Tona can reach is up to level 20.
