The Icebound Oath can be obtained through Icewind Suite, and then choose Nemesis of Coppelius.

Icebound Oath Achievement - How To Get

Attack During Its Climax Performance

You need to choose the Nemesis of Coppelius from the Icewind Suite challenge and hit the Nemesis of Coppelius during its Climax performance (solo performance).

Use Lynette Or The Hydro Traveler's Ousia Skill

Use Lynette or the Hydro Traveler since they both possess the Ousia skill which will be the requirement needed to get the Icebound Oath achievement.

Unlock Icebound Oath Achievement

After hitting the Nemesis of Coppelius using Ousia skill during its solo performance you will be able to unlock the Icebound Oath achievement.
