Fortune Slips are randomly written fortunes into a strip of paper whereas players will shake a bamboo slip from the fortune slip box and exchange it to a Fortune Slip, then let Gendou Ringo decipher it.

Fortune Slips can be obtained through Gendou Ringo of the Grand Narukami Shrine located at the Mt. Yougou. Teleport your way there and interact with Gendou Ringo.
