Withering Purpurblooms are found exclusively in Ochkanatlan. They can be found on the main island and on some of the smaller islets.

Defeat Saurians In Natlan
Every Saurian in Natlan can drop Juvenile Fangs, as well as its higher rarity forms. Even the baby Saurians can drop them upon defeat. They are pretty abundant in Natlan so you can easily collect as much as you need.

Collect From The Blazing Ruins Domain
The Conflict Talent Books can be farmed from running the Blazing Ruins domain in Natlan. Do note that to get the reward, you will have to spend Resin to get them.
You need 9 Teaching of Conflicts, 63 Guide to Conflicts and 114 Philosophies of Conflicts to level all talents to max but not all characters benefit from their talent level. See below for Chasca's Talent Recommendation.

Found Underground East Of The Flower-Feather Clan
The Tenebrous Papilla can be found in an underground cave east of the Flower-Feather Clan. There's no pre-requisite required so you can simply head to its location to start fighting it.

Found On The West Area Of Fontaine
The Knave's Trounce Domain can be found on the western area of Fontaine. In order to unlock the fight, you must play through Arlecchino's Story Quest. She can also be fought without doing the quest through the Handbook.

Expect Around 2000 Resin Or More
Drops are often randomized in Genshin Impact so it's hard to pinpoint the exact number of Resin you will need to spend to get all of the materials you need. At a minimum, expect to spend 2000 resin for material collecting.
Around 18 Weeks To Fully Upgrade Talents
Talent Ascension requires the use of a Weekly Boss material. Presuming you can get one per try per week, you will need 18 weeks to fully upgrade a character to 10/10/10 talents.
