Cineas can be found in the cavern south of Clivus Capitolinus. You can find him in the middle of the Cavern, seemingly in his own arena.

The Cavern can be accessed through an opening south of Clivus Capitolinus. The entrance is surrounded by plant life.

How To Defeat Cineas
Cineas Will Often Prevent Energy Recharge
During the fight, Cineas will inbue itself with Hydro. Staying near it will prevent you from gaining Energy, blocking off your Bursts. You can stop this by removing its Hydro infusion.
Have Characters That Can React To Hydro
To remove Cineas's infusion, attack it with Elemental attacks. To better remove it, make use of Elements that react with Hydro. Cryo and Dendro are most recommended for this.
Fights Similar To The Normal Vishaps
Cineas is not that different from other Vishaps besides the Energy blocking it does. It does take a lot of damage to defeat and its attacks deal a lot of damage during the fight.
Healers & Shielders Will Help With Survivability
Overall, it's best to have some defensive characters to make the fight more manageable. Having a healer will help with survivability, while a shielder will prevent incoming damage!
