When choosing between Ayaka or Shenhe, consider first the pool of characters you currently have if you don't have a personal preference between them. It's only recommended to get Shenhe if you already have a strong Cryo Main DPS, while Ayaka is a generally must have unit if you don't have a Cryo Main DPS yet.
Ayaka Constellations
If you already have Ayaka, it's best to get Shenhe instead of getting the former's Constellations. Ayaka's Best Constellation is at C4, while Shenhe can just directly increase her damage.
Consider Pulling After Knowing The Next Banners
When pulling between Shenhe or Ayaka, you should also consider which characters will be released in the next banner.
