Unlock By Finishing The Falcon's Hunt World Quest
To unlock the quest, you need to finish The Falcon's Hunt World Quest first. This will be unlocked by the next server reset after finishing the quest.

After completing the requirements mentioned above, head to Tanit Camps and talk to Masseira to proceed. He can be seen beside a tent just below the Statue of the Seven at the Desert of Hadramavaeth.
