To unlock the quest, you need to finish Tadhla The Falcon World Quest first. This will be unlocked immediately after finishing the quest.

After completing the requirements mentioned above, wait till the next morning (8:00-12:00) then head to Tanit Camps and talk to Masseira to proceed. He can be seen beside a tent just below the Statue of the Seven at the Desert of Hadramavaeth.

Talk to Tadhla who can be seen near Masseira.

Go to the Red Vulture's lair located at the Debris of Panjvahe. The opening can be easily seen from the surface since the area has healthy vegetation.

Search for traces of the Red Vulture. Investigate the glow on the ground.

Traverse to northwest and latch onto the crest to investigate the glow on top of the pillar in the middle of a puddle.

Go to the Red Vulture's lair by following the mark. You can latch onto the crests for convenience.

You can wait till the next morning (1:00-3:00) or pick up the shiny stuff to force the Enraged Red Vulture to appear which resembles a Consecrated Red Vulture.

Go to the Scorpion's lair in an underground cave at Qusayr Al-Inkhida'. You can teleport to a waypoint near the marked location if it is already unlocked.
8Enter the underground cave and head to a wide sandy area inside. You get to pick the method of how to draw out the Scorpion.

Shortly, a large Electro scorpion appears and it resembles a Consecrated Scorpion.
10Go to the Flying Serpent's cave. You can teleport to a waypoint near the Setekh Wenut if it is already unlocked.

Find the Flying Serpent which resembles a Consecrated Flying Serpent.
12A cavern will open up and inside you can obtain Liloupar's fragment which upgrades Liloupar's power.

Report back to Masseira and give the items you obtained from the creatures you defeated and complete the quest.
