Recommended Anemo Character: Sucrose
Sucrose is best for this achievement as she can easily create swirl with her normal attacks. Venti can also work, but you will need to charge his bow each time making it easy to miss the 2s mark.

Skills that stay on the field is important here as they will allow you to trigger swirl with each element. Just make sure to switch between characters quick enough.
