How to Reach Level 95 and 100?
Starting from Level 90 Use Masterless Fortuna To Raise A Character by 5 Levels

To level a character from Level 90, you need to use Masterless Fortuna. You do not need EXP Books and other materials for this.
How to Get & Use Masterless Fortuna
Get The Masterless Fortuna Through Gacha Pulls
You can get Masterless Fortuna by pulling another 5-star that already has maxed out constellation. The extra character/constellation will automatically give a Masterless Fortuna.
Used To Raise Characters Up To Lv. 100
Masterless Fortuna can be used to level up your characters up to Lv. 95 and up to Lv. 100. Note that you can only level up a character to its maximum level cap if your character is already at Level 90.

Transformative Reaction Gains The Most Buffs From Level Increase
Transformative Reaction such as Bloom, Hyperbloom, Burgeon, Electro-Charge etc, scales from the character's Level Multiplier (Level of the character). Because of this, characters who mainly deal damage by triggering such reactions gains the most damage increase from increasing max level.
The One Dealing The Reaction Is The Priority
Similar to all reactions, the stats of the character dealing or triggering the reaction is where the damage is calculated from so characters who has the most ownership in the reactions should be the biggest priority for maxing level over other transformative reaction characters.
META Characters Are Also Good Options
Increasing the max level of the character also increases their Base ATK, DEF and HP. This can increase the damage of any characters no matter which stats they scale.
Bennett Is Also a Good Option
Bennett's ATK buff increases based on Base ATK so increasing Bennett's Max Level will effectively increase Bennett's Base ATK. Since Bennett is a 4-star character, the base ATK increase will not be will not be significant compared to leveling the character being buffed itself. However, Bennett can be slotted in any ATK scaling team.
